no in a new tank there is nothing for the skimmer to pull out and will actually prolong a cycle. the only thing that it might help with is if the rock you are using to cycle with is raw uncured rock them it might help to get rid of some of the smell that goes along with it LOL
usually 4-6 months before there is enough for the skimmer to start doing its work properly.
