do you have fish only? or reef tank with inverts, becuase reef tank with inverts should be around 1.025-1.026 and fish only , you can get away with 1.022-1.024 You need to remove some salt water and replace with ro/di water,, slowly maybe a gallon a day.. depending on tank size... obviously if you tank salinity is LOW you replace the evaporated water with salt water.. hope this helps.

Its reef and fish, and its a 55gallon tank. So I need to add some more none salt water to the tank? Okay, say its at this 1.030, to reduce it i add fresh non salted water and to raise it I add salt? Also would this make a fish want to itch its self? I have a hippo that is itching like crazy. I did all my tests and they are all fine nothing out of wack other then the Salinity.

First of all, let's review the specifics...
What you have is a hydrometer. It measures specific gravity (not salinty).
If it is measuring accurately, which they almost never do, but if yours is, then do as Mia suggested and remove tank water and replace with fresh...slowly!! Very slowly so your critters will not suffer from osmosis shock!

So by removing just pull out water and add fresh non-salted water or a fresh batch of saltwater? Sorry Im kinda new to salt water.
P.S/ ASAP

yes take out some water from the tank and just Drip-add fresh ro/di water. and for the increase you have to mix/arerate with powerhead/airstone then let saltwater for sit for 24hrs or just overnight then drip add slowly.
Once you have it Dialed then avoid fluctuations by replenishing the evaporated water with Fresh ro/di water..
