I have tested the salt readings in my tank, and for some reason in the middle and bottom its normal 2.4-2.5, but at the very top the water reads something crazy like 2.9. Is that normal for the top to be high like that, if not why could this be?
what r u using to check the salt level? As far as I know quality equipment to measure salt is fairly expensive. Why don't you use a regular hydrometer?
Do you mean 1.024-1.025 for your 'salt level'? I suspect that you are trying to measure your specific gravity without quality equipment. Even if the measurements were correct and you didn't have enough water motion to ensure mixing, the denser water would be at the bottom.

A floating glass hydrometer would not be able to sample the water at different levels in the tank.
Swing-Arm hydrometers are notoriously inaccurate. Do you have a deep six which is meant to be fully submerged? That may be why it is not accurate if you are measuring surface water without submerging it completely.
The best measurements are from refractometers.
