sand always brown

i have a prolem. my sand is always brown. like diatoms are on it. my cc doesint even pay attention to it. every time i clean it comes back in about a week. I heard that a sand sifter would be good for this problem?
Can you guys reccomend one or give me suggestions on what to do?
my fish are
2 maroon clowns
1 6 line wrasse
1 pygmy angel
1 shrimpgoby
its a 29 gallon tank..... 130 watt power compact

it's diatoms and is usually a sign of a new tank or poor circulation. How many Power heads do you have in the tank?

Don't put a sand sifting starfish in your tank...They need at least a 100 gallon or else they will starve over time(and eat all the good living things in your sand).
Some sand sifting snails would be a good idea or maybe a fighting conch. A Sea Cucumber would also work.

my orange spotted goby did a good job of keeping the sand "un-brown". My trigger got to him though (RIP).

I would get a small cheap one for surface agitation and use the larger one about 1/2 way down angled towards the far corner.
