My Blue Damsel keeps on diving straight down into my sand bed. Once in the sand he shakes his tail and makes everything a mess. What the hell is he doing, besides ruining my tank?

he seems to be all over the place. I don't think he is stressed out. He actually does sleep in that area. I swear the fish is crazy. My sand bed looks like one big donut.
