Could you put live sand over preexisting sand to make the sandbed a little thicker? will this help with algae probems being all over my sand!!!

yes you can add LS ontop of existing sand, and if you have algae problems now you will probably continue to have them unless you address the reason behind them.
More than likely if you give us the run-down on your tank we can figure out why you are having algae problems to begin with.
