Couple of things.
I would look for a best if used by kind of date on the bag. You never know how long it has been sitting on shelves somewhere.
Be aware that even if it is "Fresh" you may experience some spike in ammonia. So I would be ready with some premixed ready to go water like for a water change in case this spike happens.
You don't have to and really should not rinse sand that claims to have some beneficial life in it as you would rinse it out.
To add the sand to the already established tank whether it is this sand or dry sand get a small diameter pc. of PVC pipe that will reach to the bottom of the tank. Using a funnel at the top pour in small amounts at a time using the other end of the pipe to direct the sand to go where you want it. This will help to keep down the sandstorm from just pouring it into the tank.
