ok well you have a sandbed which is a must for many wrasses, and you have a sump which is better than not. is it a wet / dry? plain sump? what do you have in it?
if you take measurement you can figure out the gallons easily.
you can likely add 2, but the only way to tell is to add the fish slowly, use a qt tank properly, and watch the levels, allowing the tank to adjust to bioload changes.

its not a wet/dry just a plain sump with the berlin in it, the demensions are:
L 16 1/2" x W 20" x D 15 1/2"

I have read that the bangaii cardinals and firefish shouldnt be housed with eachother, and if you have more of 1 they will probably end up dying

I have a 'school' of 5 firefish. As long as there are plenty of hiding spots, I think most will get along just fine.
You may want to rethink the larger fish....the butterfly for example. They need a lot of room and rock and some are notorious for being difficult to keep long term.
