Fins usually grow back pretty quickly, but only the fin tissue. If the bone part of the fin is lost, I've never seen that grow back.

In my past experience with fin nipped fish the fins usually grow back fairly quickly.
It seems it varies with the species of fish. I have seen fins grow back in as little time as a few weeks and take as long as a little over a month.
