i "heard" that you have to help them start swimming by pushing them around the tank letting the water go through their gills. but i know that it won't eat usually for about 2 weeks or so
most likely a banded cat shark?? Had one... never in the shell tho.. but, after they hatch.. i have seen them go longer, almost a month without eating.. they are finiky eaters
Bamboos dont breath through ram-jet. They can get oxygen at rest like most other aquarium sharks. The best thing to do for it is nothing. Leave it alone, let it hatch and start eating on its own when its ready.

what i heard is scrape the sides gently to get alagee ect off of the shell hold a light to it and it ya see something moving than it is gonna hatch soom

It's dumb to put a shark egg in a 55 if that's what it's in. The fish will need a tank 5 times that big within a few months of hatching.
I say get rid of it (to a LFS or some other outlet) and give the poor guy a chance to survive.
