He is in a QT? Do not do a freshwater dip. Some say it is effective, but it realy causes them alot of stress. The main problem with fw dips is that it may cause some of the ich to die, but whatever tank the infected fish was in prior to the dip most likely already has some ich that have dropped off in it. Therefore after the stressfull dunk into an unnatural environment that causes their respiration to excellerate and basically causes a panic attack in your fish, they are put back into the tank that still has ich in it. Don't bother with the dip. I know you said that you are not sure if it is ich or not. Wait it out and see if he does have it. This is the reason for quarentine. And no, you cannot add him to your fish already in hypo because he will indeed prolong the process.
