Sick Clown Help

I have a mated pair of ocellated clowns and the smaller (most likely male) has been ill for about a month now. The gills are wide open and very red, the back of the head and part way down the back are darkening, and he doesn't swim around much lately.
I've tried a couple medications and even some garlic medication mixed in the food, but no apparent progress.
The other is just fine. She is about twice the size.
Any help would be appreciated.

I would post this in the disease and treatment section...
The Shark (Mod) there, Beth, is excellent at dealing with sick anything...she really is very good.

im inexperienced but the only thing i heve read about flared gills was due to ammonia spike during thecourse of a cycle sounds like stresss
