75 gallon tank

Hey everyone. I just acquired a blue face angel and a powder blue from a friends tank. I did not quarantine the fish(which I do for all my store bought fish) because i figured that they were disease free in my friends tank so i did not need to. I put them in my 75 gallon which is disease free. I noticed on the 2nd day that the powder tang had ich. How is this possible? Also i have noticed that the blue face powder has patches of discoloration on face and body. There are no spots or any type of velvet on it just looks like dulling of color in certain spots. Both fish are eating very well. The powder tang is scratching on gravel every now and then and the blue face angel does not seem to have any scratching or change in behavior. Every now and then it does this strange wiggle. I bought a 2 neon gobies and placed them in the tank to hopefully help with the ich infection. They have been doing a good job and have set up cleaning stations which all the fish love to go to.
My question are as follows: Do I need to quarantine the powder blue? The neon gobies have been cleaning the ich off of it and I have a uv sterilizer running on the tank. My other tang has not acquired the infection. I would rather not further stress the fish by trying to catch it and place it in quarantine if the infection will clear.
Second question- What is going on with this blue face angel? does it have an infection? If so how do I treat it. Any help would be appreciated.
