I am building a protein skimmer and I am trying to connect a PVC 4" > 3" coupler to the top of a PET jar. PVC/ABS glue won't adhear the two materials.
I have a tube of Black Silicon (door & window) from HD around and I was wondering if it would be okay to use? I heard ideally, that I should you aquarium silicon, but I don't have any.
What will happen if I use this stuff??

It says 100% silicon.
But it also says on the back: not for aquarium use.
I was wondering if this is just one of those things to get you to spend extra $$$ for the same thing though?

Black silicone is in no way "tar" based.
You can get GE silicone II in black, silver, white, clear and bronze. Not all big box stores carry it but its out there. The thing is it matters not what color silicone you use, none of it really sticks good to PVC or PP or PET or any other plastic material. Best best is but a tube of Marine Goop and use it . Once dried (bout 24 hours) it is pretty darn hard to get things apart and submersion in water does not weaken or compromise the glues integrity. Big box stores carry marine goop.
The label on the silicone warning about not using in aquariums is maianly geared for liability.........GE silicone II is used all the time by folks and I have yet to read or hear of any problems,. After all 100% silicone is 100% silicone. Its not a problem using it.
