simple lightning questions

It's almost time for me to replace the bulbs on my current satallite dual PC lighting fixture (model 1012 incase anyone out there is formiliar with this unit) and I have a couple questions because I have some options and want the best possible bulbs.
1) What does Actinic mean?
2) One of the bulbs glows blue and I believe that this is the 40W actinic 420/460 nm. What does nm stand for?

to put it simply:
1. actinic lights are said to promote photosynthesis in corals, they're really not necessary as far as i know, but they make your tank lights a more appealing colour.
2. i beleive nm stands for nanometer
