Single or Dual Stage Contollers

What exactly are the differences in these 2 for chillers, and what are the benefits/drawbacks of each?

Single stage controllers will only control one device, such as a heater OR a chiller. Dual stages can control both a heater and fan/chiller. ie. heater comes on when it's too cold, fan/chiller comes on when it's too hot.
