Siphon Overflows

First let me say I am new to this hobby; I have a 36Gal BowFront with around 50lbs of live rock and 40lbs of live sand. My tank did not come with a built in overflow nor was it pre-drilled. I want to setup a sump tank and have come to the conclusion that I will need a siphon overflow to get the water into the sump. I have a few questions / concerns with this type of setup.
1. What is the best way to prevent this type of system from flooding
2. Do I need an aqua-lifter
3. What brands should I avoid
I was looking at getting:
CPR Aquatic CS50 or CS90 for the overflow
CPR Aquatic CY194 sump / Skimmer

To prevent flooding:
1. fill the sump with saltwater up until the point to where if you loose power (you'll have to test this) that the overflow will not overflow your sump.
2. Keep in mind, i know this is very rare but this happened to me. My siphon formed a crack somehow and it actually quit siphoning and of course my return pump pumped all the water out of my sump and it overflowed my main tank. IT HAPPENS, so to gaurd against this, you need to find just the amount of water that should be in your tank to avoid both type of flooding.
