Can you describe your sixline's behavior?
I agree that re-arranging rock-work can help with territory issues but generally a royal gramma will have a territory and shows its aggression to fish who enter it by taking a stance and opening it's mouth really big. A sixline generally does not have an established territory and spends it's time weaving in and out of the rockwork throughout the tank. Also, a sixline is a cleaner fish. If he is appearing to swim up to the gramma and nip at him, he may be simply cleaning and doing no harm (unless it's stressing the gramma).
