skimmer installation fun times

Man, I'm getting so frustrated. I got my new skimmer today, it's a corallife super skimmer, needle-wheel system. Well, I followed all of the directions and it says "Adjust water-level adjustment dial so that the micro-bubbles are below the collection cup cone." Well, I don't have any micro bubbles happening. My water level inside the skimmer is at the collection cup threaded ring. What am I doing wrong?

It's under the equipment forum and it's right at the top. I think it says "Installation of my carolife skimmer. It was started by Johnny Bolt. Check it out, it's awesome
