snow flake eel in a reef???

I would be concerned about the eel swimming into an anemone. I know there are people that have the two in the same tank and have kept them with out incident, but IMO it might be something to keep an eye on.
Besides that, I say go for it. I'd put some PVC pipe in the rock work to make some caves for the SFE to swim in and out of, it will keep the eel from burrowing as much as well as shoring up your rock work.

Sounds like a good deal! The LFS around here is charging $50 for a SFE that is about 8-10" long.

you should be fine, but the SFE may try to eventually eat the Damsel, if it is small enough, but damsels make good tank mates because they are generally fast enough to get away from the eel.
if the SFE you get is small, I would feed mysis shrimp, and as it gets bigger i would start feeding the occasional silver side, and stuff from the seafood counter at your supermarket. I tend to get a 1/4lb pack of shrimp which usually lasts me a while.

I had a snowflake eel in my 90 gallon reef tank and he did great in my tank. The only thing I didn't like is he diggs in the sand and makes rocks fall. I fed him by hand and he didn't bother me.
