How big is he?
What are you feeding?
My 12" SFE ate PE Mysis daily when I fed the other fish he was housed with and then got fed ghost shrimp enriched with spirulina and/or silversides every 2-3 days. I successfully kept him with peppermint shrimp and I attribute it to him being well fed. The hand taming also made him much less aggressive.
I fed more often, but smaller amounts when I was hand taming him.

For feeding it depends because if you just bought it from a crappy LFS and it's all skinny I'd feed it once per day for like a week but then do it every 2-3 days because these fish can go forever without food so don't think your starving him/her.
As for measuring I'm not sure lol only thing I'd think of is to grab it.

And BTW his gills are located right behind his head.
