A little more info please; how long have you had it, what are you feeding and how often, how big is the eel, your water parameters (pH nitrate salinity, temp). All of these can be clues. It's not uncommon for eels to fast for periods of time (weeks) but more info is needed to rule out possible illness.

water quality is good, nitrite a little high b/c we feed live food often, goldfish, crawfish, etc. we have had him 3 weeks, he's about 15"
but so you know, right after i posted we fed him a crawfish by putting it under rocks so the other fish couldn't get to it and he chowed it down!!

By feeding goldfish, your are slowly killing your saltwater predators. Please change them over to frozen foods soon. Freshies are loaded with pathogens, and they cause fatty buildups around the vital organs of your saltwater fish. Feed things like chopped scallop, shrimp, clam, mussel. Krill can be used occassionally as well as silversides. There should be no nitries in the tank. These are toxic to fish. My sense is your overfeeding and fouling the water. Cut back on the feedings. Do you do water changes?
Use a feeding stick for the eel. Skewer the food and dangle it in front of him. He can be fed every other day.

we do water changes every 2 weeks, about 20-25%, need to invest in a protein skimmer, will cut back on live feed, thanx for the tip

Is the problem that the food is simply being eaten before it gets down to the eel? Definitely invest in a feeding stick, if so. I would feed the fish on the other side of the tank, and feed the eel with the stick until it won't eat anymore. It's important to feed a variety of foods, too. All of the things nicetry listed can be bought at a reputable LFS and grocery meat counter.
