Soaking Marine Limestone

I have some marine limestone that I'm going to use for base rock. Is it ok to soak it in tap water, or should I use filtered?
Also... for a FO setup with no special lighting will live sand be beneficial at all? I'm really leaning toward not getting any.

what you can do for your LS is buy like southdown sand
(homedepot) or any non-live sand and add a couple pounds of LS or a few peices of LR and it will seed the sand and make it live, it will help out as a biofilter and help reduce nitrates

I have about 10 or 15 pounds of limestone in my tank along with about 30 pounds of HI Rocks and 100 pounds of live rock. I didn't pre-soak the limerock, I just power rinsed it. didn't have any bad effects.
btw, imo, my limerock has gotten WAY more coralline than the HI Rocks.

The limestone that I got looks really great, but the best part was that I got 300 lbs from a local quarry.... $2.70... not a pound... total. Made my day.
I'm excited to get it in the tank, but I wanted to make sure I cleaned it properly.
