Sorry lighting question

Sorry to have another post about lighting.
I am currently using a 24" Power Glo Flourescent bulb to light my 25 gallon tank. Im having an ongoing struggle with the diatoms. After my water testing was good, it was suggested that my lighting may be the cause. If I leave the lights out for a day or two, it pretty much dissapears, but as soon as I use the light, even if only for afew hours, it comes back stronger than ever.
Unfortunately I dont have a couple hundred $ to spend on new lighting, and Im not expecting to add any corals or anemonies until after my tank has long stabilized and matured itself (probably another year). I dont have any fish yet, just afew inverts (shrimps, snails, and starfish).
My question is can somebody recommend a replacement bulb to use that will fit my canopy? It is a standard plastic canopy made by Hagen, and uses 1 24" flourescent bulb. I can provide pics if needed.
Thanks for the help I really appreciate it.

ive always used URI bulbs...get a 10,000K Aquasun and see what happens...cost 20-25 dollars
Is your tank new, diatoms are common in newly established tanks?

He doesnt have VHO's, thats a NO fixture...right?
How old is your bulb? If its over 6 months old..you should change it, it loses intensity, which is why diatomic algae might appear. A good bulb(for now) is the 20,000 K bulb made by Coralife, it should fit your fixture..
