Is there any chance that could be a hyroid. The vermitid casts a web more along surfaces. Hydroids cast out a single stand with multiple little strands up into the water column.

There is a hydroid, and I don't have a picture of it, that is like a cob web of sorts. Found often with leather corals.... but can be any. It casts a string with these little string "out" and can pull them back in. Of course, you can't tell much from the pic, but the "straight out" beaviour reminds me of such.

Ya, they sting. Removal is recommended. I have to be honest, I have no experience with them besides observing them at the LFS. I'm not sure what people's modes of removal have been.

Spanko and Bang Guy may be able to step in a tell ya what they have heard works for these guys. Any advice I could give would be a straight regurg.
Be sure to bring back any recommendation here and let us know what worked for you.
They are often just called hydroids, but maybe a search for Ctenophora may turn up some hits for ya.

I would take the coral out of the tank, it looks like it is attached to a small rock, and snip off a small pc. of the cap where it is attached. Use a sharp pair of scissors, or a xacto knife. Won't hurt the leather to do this and you can just discard the hydroid. The coral will heal fairly quickly where you cut it.
