stainless steel heater?

I am thinking of getting one of these to replace my current heater. I am having a probelm keeping the temp uniform in my 29 gallon. The top of the tank (floating thermometer) shows like 84 and the bottom shows about 74. I have 2 strip lights and a glass top on my tank, it is FOWLR. I had a 100w glass heater in the corner of the tank going from top to bottom, yesterday I moved it side to side in the middle of the tank hoping this would help. Any other suggestions, would the stainless one perform better?

what kind of heater is it. Is it submersible? If so, you can put it down towards the bottom, horizontally on the back wall. The heat will rise.

I have two maxijet 600s in the corners the one on the right blowing ownward across the back an the one on the left blowing straight across toward the middle. Shoul i change them or upgrae?
