Starting a 16 Gallon Bow front

I have been doing this hobby for about six months now and I am really enjoying it. I have a 29 gallon Biocube that is doing great, My question is I have started working on my 16 gallon which is in the cycling stage right now with no fish just live sand and live rock. I have let it cycle with the lights off for about 3 weeks now and just started turning the lights on today. I have not tested the water but I have been using cycled water bought at the LFS. How long should I wait to add fish and what fish would be good to start with, Sooner or later I would like to add seahorses which the size of the tank I will only be able to get the sunburst ones. Any help would be great because I am not trying to go broke on fish purchases.

The length of time you need to wait will depend 100% on your test results. There is no magic length of time. Check out the sticky for cycling a tank. Lots of good info.
For something small like a 16g I would maybe start with 1 clown. You are really only going to be able to put in nano fish, and maybe only 2 or three max. There are some really good looking ones so make sure you check them out.
Seahorses are generally going to do best in a species only tank. I am not sure if a 16g is adequate for them. There are some horse keepers on the site and they would be better able to suggest options.
Do you have your own test kits??? If so start testing the water and when all your levels are 0 then you can add your first fish.

Yes i do have my own test kit as I have stated I have been running my 29 Gallon for about 6 months now and I have been through cycles with fish, I just really want to try and cycle without fish because I hate the stress on the fish with bad water. My 16 gallon is going to be fish only tank as I am doing a reef tank in my 29 gallon my other concern is I think my clowns in my 29 gallon are getting ready to mate so i am going to need to start a nursery tank for the babies. I am just trying to be prepared for it when it does happen. The seahorse idea is exactly that an idea at this point so I am not trying to rush anything with this tank. I did that with my biocube and paid for it so I'm not doing that again just trying to make the best tanks I can my wife and I really enjoy the hobby and watching the beauty of the fish.

What are people opinion on Pickling Lime in my reef tank any suggestions? I have been drip adding a 20oz bottle of cycled water mixed with only about 4 teaspoons of pickling lime about once a week. Since I have started it I have noticed the reef in my biocube are really starting to spread quick.

I use it for aptasia.
