starting a saltwater aquarium can be quite expensive. I myself have a 55g, fish only plain set up. i don't have all those gidgets and gazmos on or under my aquarium. yes, i have had all of them in the past and have spent several thousands of dollars on a coral reef. just to house mandarins, tangs, butterflies.
If you don't have the money to spend on the equipment, or fish, you can buy some chromis or damsels, clowns, gobys. they are all hardy and inexpensive species to start your first tank. urchins, crabs, shrimp, snails are fairly inexpensive also, and make a good addition.
as for live rock, you can buy filler rock for the bottom and put your live pieces on the top if you want to, who is going to see the bottom and back anyways. just a suggestion, to save you money.
hopefully this helps you out. good luck.

I'd say go with 2 percula clowns and a sixline wrasse/or royal gramma

Absolutely no Mandarins in a 20 gallon tank. They are virtually guaranteed to starve due to lack of pods. And chances of them accepting frozen foods are just about 0.
I'd say you could add 2 Clowns, a Blenny (like a Bicolor Blenny), and a Firefish Goby. Plus inverts like Cleaner (Skunk) Shrimp, Peppermint Shrimp, Hermit crabs.

Yes there is going to be sand. Jared here is what is included in the package I'm selling you.
-20g tall glass tank
-20g stand (realy cool one IMO)
-Nova Extreme T-5's
-20lbs of live sand
->5lbs of live rock
-heater
-powerhead
-penguin power filter(which could easily be turned into a refegium or sump)
-Phyto plankton
-Fish food (pellets)
What you need:
-2x 5 gallon buckets you can get at home depot
-lots of old rag towels
-When you go to the lfs to buy water get two 5g jugs and get 20g of sw to start your tank (I was battling algae, but now I'm not. Parameters were fine, just want to make sure you're going to get the tank set up properly)
-Cyphon
-Net (Big enough for 2" fish)
-Later you need to get reef supplements as soon as you add corals(They're usualy about 10$ a bottle and you need like 4 different kinds)
In a week or so I'd go to the lfs and take a water sample and get it tested. If parameters are ok, then get a clean up crew. Wait 1-2 more weeks then call ahead to double check if they have a pair of percula clownfish. Then go and get them if they do.
The lfs that is nearest to you is a good lfs that I found no problems with there fish and dieses. Just don't listen to them though, because lfs's give bad advice so they can get you to buy something from them. The lfs is Wet Pets by Steve, I believe is the name. It's in Norman, look it up.
For stock list, I'd go:
2xPercula clownfish
1xMandrin Dragonet(I'd wait a year though and do lots of research on it)
1 or 2xCleaner Shrimp
