Starting a Reef Tank need help.

I'm planning on starting a reef tank, and was wondering, how powerful of lights do I need to start some polyps and corals? Can I use the lr from my 29 gallon to start it in a 10 gallon? I'm gonna buy new live sand, and I'm also gonna transfer my perc into there once it's ready... Can I have fish in it before I start putting corals? Sorry for all the questions.. also what is a refugarium?

ok.
All of your questions are answerable.
1. For polyps and most soft coral i would reccomend PC lighting. Although you might want to try your hand at LPS and SPS one day so maybe going MH would be a better idea.
2. you can use the LR and the sand from your 29 gallon.
3. Fish can be in a tank before you start with the corals.
4. A refugium is a safe place where you can culture pods and beneficial creatures as well as house macroalgaes to act as a natural filter.
