starting off with a bta

Hi guys, first time on here... Well to the point then! From reading and whatnot, i gather that a BTA or any anemone for that matter moves until its happy. My question is this: i want to create a tank (havent bought stuff yet) with:
12g capacity
two perculas
bta
the thing is this; once the tank is done cycling, can i put the anemone in there to choose its home before i put coral in, or should something else live in the tank for a while before i put an anemone in?

well this is how I did it:
prepared my tank and decor (LR/LS)
and for me it cycled for about 2 weeks, it'll differ though
then I added my anenome and my perc
and there both doing well so far.
ohh and yes they move around alot, mines just stop floating around today and claimed a part of the rock.
