I recently have had Ich in my 30 gallon tank. All that is left in the tank is an amenone and two hermit crabs. After 3-4 weeks will it be safe to place fish back in the tank again? What can I do the prevent ich from coming back. Also should I buy a cleaner shrimp to prevent ich again?

You will need to set up a qt tank. All new fish should go into the qt tank for a month to monitor them and see if they have ich or other problems. If they look good after a month then put them in the main tank. This is the only way of keeping ich out. It is introduced with fish, usually new arrivals.
I def would wait a good 4 weeks before introducing new fish now anyways. This will give you time to set up a qt and monitor new fish.

I have just set up a 10 gallon qt tank. Once it is cycled, would it be ok to place two clowns in there before placing the clowns in the main tank or is that to many fish in the 10 gallon.

That's pushing it. You might get away with it if they are both small. Because there is a lot less surface area for bacteria to live, definitely don't go over 1 inch of fish for every 5 gallons in a QT.

As long as this tank is well cycled there should not be a problem. Water quality is what you need to focus on. Be sure to follow the tips in the FAQ Thread on QT.
