Starting Over

I've done this for years, but decided to post here because I realized I didn't know WTF I was doing aside from wasting a lot of money. Anyway I'm going to basically start over possibly using some of what I have allready. This time, I'm going to stop assuming and get it right by asking questions.
First, I've got plenty of time to get this going because I'll get the proper things as I get the cash. Here's what I'm working with now...
35gal. Bowfront
2" live sand
about 60lbs live rock
1 yellowtail damsel (been here for over 1 year now)
Filtration is a HOT MAGNUM Panther hangon (it's similar to the overflow types, but the output is somewhat of a powerhead)
1 powerhead (seperate from the filter)
Plenty of testing kits less than 4 months old
I have some other things, but haven't used them since I pretty much screwed everything up. I also had a massive attack by those small 6 finger-starfish hitchhikers. They ate pretty darn good.
Today I'm going to hit the LFS and get some new saltwater. Then I'm planning on doing a 5gal. water change. Last water change was about 3gal. 2 weeks ago.
Now here are some questions....
1. How do I get rid of all the green hair algea aside from buying livestock?
2. How do I eliminate the small ammount or red algea accumulated on the powerhead and the heater?
3. Should I do a 1/3 LS vaccuum prior to the water change? Last vaccuum was done maybe a year ago.
4. Do I have too much LR in this tank for doing a reef again? The LR isn't easy to manipulate. In fact it technically was 1 large chunk I had to physically break up in an attempt to form some kind of shelving. Now it's more or less looking like a pile of rubble.
5. Shuld I use my 30gal. long tank as an alternate home while I defunk the defiled 35gal.? I'd prefer not because of lack of space, plus it would be on the floor in the living room or outside.
The plan is to eventually get situated where I can properly have a prospurous reef. I'm not looking towards the harder corals yet, I'll be happy with all the beginner items.
Any & all help is appreciated.

If it was me I would pull the LR and equipment to the top of the tank and scrub it with a tooth brush then vacume it all out and start agin. also 60lbs of lr dose not sound like too much to start a reef

Boy do I know how you feel. I too have had a tank for over two years now and I still don't know what I am doing.
 
I was thinking about scrubbing the LR, but I have some pieces with very small feather dusters that I'd like to keep if possible.
I'm most likely going to use the secondary tank to hold most of the LR untill I get the main one to settle.
 
OK, I pulled out roughly 10lbs of the LR that was covered with the red algea, and set it into my 30gal. Figured I'll clean it up tomorrow, and did a major water change of about 15 gallons. Needed to add extra distilled due to the lack of LR though.
Cleaned out the filter, and cleaned up the powerhead, and now there is a lot more water flow going on, tons better then before. Pulled off about 80% of the hair algea.
Now the damsel is doing fine, sure they're tough lil terds, but after 30 minutes he's enjoying a roomier tank. The small feathers are doing good too (yes I kept the rock they were attached to.)
I'm expecting this to go through a mini cycle here, any ideas on what I should look out for?
