can i build a sump type filter w/ a 20 gallon tank for my 100 gal. if so how, or any kind of filter with my 20 gal

Yes you can. You will still need to look for one of the bio ball systems to drop into the 20 gal tank. the tank you have is a start however you still probably have another $150 to invest on a bioball setup

There are some great DIY plans on the net. Just do a search on DIY sumps and you'll get plenty of ideas.
