sump question and design

Left chamber is skimmer and other eqip., I'm just wonder if I design like this would water fill up at the bio ball section.
Bassically, how much water going to raise up the the bio balls section..

Yes it will fill up the bio ball section. The water will have to rise to the same height as the baffle between that section and the fuge in order to get over the baffle. So the way you have it drawn, the water level of your first section will be up into your filter sock part.

is there any way for water doesn't fill up in the first chamber?
I don't think the bio ball should soak in water all the time right...

I'd get rid of the bio balls period. I use them when I am trying to get the cycle established. After about a year or less I pull them out and get rid of them IMO.

why not bio balls?
