Having 2 separate pelvises is rare and strange. BUT the fact that is actually uses one leg from each pelvis is even more amazing. My guess would be a point mutation, chromosomal amplification.
He is a siamise twin with the second twin not forming the upper body. So sad and happy at the same time. Now he will have the chance to live a full life in good care. In nature he would eventually had become a predators meal.
