Well, if you put it at the bottom, you will just constantly be stirring the sand until you have a huge bare patch and a big mound of sand.
The trick is to get the flow just right, while having the power heads toward the top of the sand and pointing them downward so that they just barely brush the top of the sand, enough to keep things from settling on the sand.
Also, if you don't have powerheads, even if they take up room, you are headed for a world of trouble that is a lot worse than things settling on the sand.
Try a Koralia nano. Even if it looks a bit garish, the fish often like them, sleep in them or on them and clown fish also like to host them. lol. no one seems to mind them and after you get corals and fish, you won't even see it.
We all have them in our tanks but the point is to make your tank so beautiful that you don't notice them

Also, get some of those CUC members to clean the sand asap. With such a small tank, I would stick with only snails and hermits though.
 
OK, I got 4 hermit crabs and a snail today. Snail ain't moving around too much though :/ but he's wiggling his antennaes. The hermits are crazy, they go everywhere so quick.

Sweet. That should help with the extra stuff collecting... the hermits will pick up extra food and what not. You could also try a serpent star. I hear that they are really good at getting all the meaty scraps.
