No its not. The picture is pretty bad but it looks like head and lateral line disease and aggression from another fish.
Can you provide more info?

I wonder how many people here have had success treating HLLE in tangs and what were the methods that they've used? Mine is starting to show signs of this but not quite so severe yet.

I have had success. Per Beth's instructions on the treatment page and doing water changes to get the nitrates down. Proper diet with added zoecon and excellent water with nitrates at 15 or under is what helped get my tang back on track. He is greatly improved. He still has a couple pits that are healing up but he's so much better than he was. He also has some scaring that I'm hoping will fade in time. Here's 2 pics of him. The 1st pic was taken today, the 2nd on March 8th.

I would say most have had success among those who followed husbandry guidelines and addressed the cause for the HLLE.

(2 yellow tail damsels, 1 bluegreen chromis, cleaner shrimp) But they could of he was sick for a while and it started after that. Ya hes very hard to photograph. Is there any medicine for his fins?

Have you removed the aggressive fish? That is essential.
There is HLLE guidelines in the FAQ Topic, top of Disease Forum.
