I have 4 yellow tanks in my tank now, would it be safe to put a powder blue tang the same tank?

I would say it is unwise. Very unwise. Your 4 yellows will not be suitable in there long term, and it is a fine balance. A powder blue tang is particularly sensitive, and the risk of losing all of your fish to disease is very high, IMO. I would not do this, it is playing with fire, IMO. What other fish do you have, and how old is your tank?:

Tangs need:
*Lot's of live rock to graze on
*Space to swim
*Stable and good water quality
In addition, they are territorial. The tiny "scalpel" on their tails are used to defend themselves and their territory.

Again, when considering all of the above issues, this too is not really feasible.
