tank cycled?

when my ammonia have reached 0 and my nitrites go from high levels back to 0 does this mean my tank has cycled?

Pretty much, yep!
Get yourself a nice healthy 25% water change and you should be ready to boogie!

That is after you have cycled your tank do up to a 30% water change.
Just remember that your system will still be young and unstable for a few months after that. Still to early for corals.
When you cycle is nearly complete you will want to get your clean up crew ready to battle those algea and diatom blooms, so be ready.
