I was wondering if this tank setup would work for a 30 gallon tank with
30 lbs live rock
a seaclone protein skimmer
a eclipse 2 hood filtration
3 green chromis
1 dwarf flame angel
1 scooter blenny
live sand substrate
3 astrea snails
2 hermit crabs
do you think this setup would work or not??

Yes, with a few more things, and time.
You need a heater, and you should have some powerheads for water movement.
The Flame should be added LAST, and certainly not any time before the tank has been running 6 months, or he'll starve and feel uncomfortable. For many reasons, this fish thrives in established tanks, and is almost sure to perish in newly set up ones.
You're probably going to want a few more snails then 3, your glass will tell you why after your cycle is complete. Let us know how it goes.

I agree with the above post. Add the flame angel last and also I wouldn't add the scooter blenny fot a few months either. Their main food (pods) live in the sand and your sand bed should be a bit more established. But definitely get more snails and hermits.

For water circulation, I use RIOs, they are cheap and I've never actually seen one fail, but many have. For critical applications like sump return pumps I would pony up the money for a high quality pump.

You can really put it anywhere you want. I think you should have more than just one though. Put one on each side to really move the water around nicely.
