I was going to fill my 75 gallon up with tap water at start. Later down the road purchase a RO filter and do water changes with the RO water? Would that work?

i wouldn't if i were you...too many contaminants in tap water . It will cause you way more trouble than what it is worth...just go buy ro water at local walmart or grocery store or premixed sw at lfs...would be better to start with

one of the best investments you can make is an ro/di unit, plus you could use the ro part for drinking water!
my tap water is ~180ppm, ro is ~4ppm, ro/di is 0.
airwaterice typhoon is a good one!
