What size heater should i get for a 135 gallon that will be a reef tank? And I will have a sump for sure (still debating the fuge), do I place the heater in the sump?

A lot of people will recommend getting two heaters instead of one, especially if your tank is subject to getting cold. That way if one goes out your temp won't plummet.
I personally like the titanium over the glass heaters.
Sure, placing it in your sump is fine.

And in having these two heaters, do they need to be placed at the same temp or two different temps? And if so, how much of a difference in temperature?

No, set them at the same temp. That way if you see your tanks temp slowly dipping you know there is an issue with one of the heaters.
The idea is that one heater will kick in and work extra hard to try to keep the aquarium heated.... that will allow you time to replace the failed heater.
