what should the tempature be in a salt water tank?

Nobody will agree 100%. I see mostly from 78 - 84. May depend on what's in the tank.

tank & 2 clowns. temp dropped to 66 degrees last night, and my heater is broken is temp to low for fish?

Yes, 66 is to cold. As stated above, 78-84 or so. NEVER fluctuating more than 2 degrees EVER during the night and or day.
