My guess is, the phone was already disconnected. Why pay the phone bill? The pile of money on the table was prolly the sum of his unpaid "unnecessesary" bills. I bet that if they check, his phone had already been nuked.
When the utility company sent the (automated?) telephone shutoff message did anyone pick up?
After receiving dozens of bills did he even open the one that mentioned the interrupter?
I'm just saying that if a live human being had addressed the man face to face during the interrupter installation (or anytime for that matter) to explain what was happening, he might be alive today. That being said, I believe that when God arranges His "face to face" there is nothing we can do to avoid it. Whatever the reason might be, I believe that it was Marvin Schur's time to go.
Maybe the guy did bring it on himself by not checking into a shelter. (if an opening was available)
I agree that the neighbors could have played a larger role in preventing this. If I see something wrong at a neighbor's house, I walk over and ask questions.
