No doubt he was a complimentary player on those teams. Without Shaq, those teams would have been lottery teams with a young Kobe. I agree that now he is the best player in the game. But let's not forget that as a young guy he was a slasher primarily, his jump shot was not developed, and he had the best big man in this era to clear room for him.
You are also right that the bottom 4 teams would not be in the playoffs in the West. However the top team or two in the east may be superior to the top dogs in the west IMO. The west just has much more depth.

Kobe averaged 29.6 ppg the second year they won the title....The Diesel was the MIP (most important player) on those teams I will grant you, but without Kobe no chance they win any of those titles....To me its even more extreme than saying Scottie P was a "complimentary" player.
And you may be right about about the East winning the title...Be interesting to see whom is favored in the finals, its gonna be fun....When do the Suns play next
