I'd go a different route. It's a city owned sidewalk. Sue the city over the health hazard.
This is what makes me crazy about how effed up the tree hugers have our environmental laws. What makes more sense, to wash a small amount of droppings down the drain on a regular basis or to let it build up until there is a rain and let a ton of it go down the drain?

It is about government control. They don't want the individual to have any say or power to effect change-even for the better. In a conservative town, he'd be given the key to the city, not punished.

I will agree with you that up until about the 1970's that was the definition of liberalism-even when misguided. Now liberals think fairness equals forcing everyone to think and act the same way and let Mama Government force everyone to do her will. Step out from Mama, and she'll make you pay dearly.

Yep, the Democrat party has moved from liberalism to Eurosocialism. I remember the late 60's and early 70's my brother's hippie friends just wanted to be left alone. Some lived in Communes where it was a private form of communism.
