No. a fresh water dip has to do with osmotic reaction. Here is a quote from Sepulation....
Fresh water dips are done by using a bucket of fresh water with the PH and temperature adjusted to exactly the level of the water that the fish is coming out of. You dip the fish for three to five minutes. You must watch the fish the entire time. If the fish starts to stress out then it should be removed immediately. FW dips do remove some parasites from the body. They key word here is "some". It does not remove all of the parasites and is not a replacement for proper quarantine by any means. It can be effective if the fish is infested with parasites and is in danger of dieing before a treatment will begin to work.
