This was not a Sea Swirl, What is it?

Hey there reefers-
This weekend I was at the LFS and I noticed a product on some of his tanks that I have never seen before. At first I thought it was a Sea Swirl, but upon closer inspection it wasn’t. It was able to rotate about 150 degrees one direction and then 150 degrees the other direction. It was with RIO 600 that was sat on a 2x2 piece of acrylic. This acrylic shelf had some 1 inch piece of PVC pipe that was connected perpendicularly to it. The PVC pipe then extended up about 7 inches to this “Black Box”. This box was about 2x3x5 and all black, This device is what was causes the power head to sweep back and forth. This box sits out of the water just like Sea Swirls. So what was it? I asked the owner and he was really leery to discuss it and kept saying that he really recommends only sea swirls, yet he had none in his tanks. I asked where he got it and he just kinda blew me off. I’ve attached a drawing to aid my description. The question is what is it?
