Can't tell from the pic but does it appear to be shedding? If so you have to give it some direct flow. I had success placing my toadstool at the bottom of the tank under PC. Can't imagine why you would have problems. It is still early so keep us updated.

I have a leather in my tank that took 4 months to open up. I also have another that hasnt opened up in almost a year despite moving it around. i guess sometimes it takes time. But at 2 days for a new specimen you shouldn't worry

its been a couple weeks now still nothing. It doesnt look dead its standing straight up, it just wont open. Do they have to have real good water quality because my nitrates are somewhere about 15-20.

Safe to say that the nitrates are not helping the leather. Could this be the issue? Sure, but it could be something else.
Lets take a look at your water parameters. On top of the standard tests it would help if you could provide calcium and alk.

i did, they are about 420 calcium, and about 8 for alkalinity i test with seachem test kits so it doesnt get dead on.

Don't see anything wrong there. How about another picture? Have you moved it since your first post?

Unreal, I would either place it back at the bottom or wait another week with where it is at currently. As I said earlier in the thread.... I have my toad stool at the bottom of my tank under PC.

I have a 90 with 4x65 watt PC lighting. I keep my toadstool mid-level right next to a Koralia 2 and it's fully open.

This is a deep water species which is why they seem to acclimate better under PC. IMO if you are keeping them under T-5 or MH you should start them at the bottom of the tank for sure.
