too much circulation?

I have a problem to where the substrate, Carib Sea - Seaflor Fiji Pink Reef Sand, keeps piling up in front of the love rock on both the left and right front sides causing the center front of the 75 gal. tank to show the bottom glass. I tried to remedy this by placing a piece of LR over the bald spot, readjusted the substrate, but still have the same problem.
The issue started after I installed two Koralia #3 power heads at each end of the tank directly pointed toward each other. The existing power heads are maxi-jet 900 w/wave maker and they are also on each end of the tank but positioned in a X pattern. I have tried various power head positions but am finding no luck keeping the substrate movement under control.
Does anyone have an ideas on how I can maintain the same volume of circulation but keep the substrate movement under control?

I would try moving the powerheads lower in the tank but pointing them more towards the top. it will probably take some adjustments but I do not think you have too much flow in the tank.
